CELPIP for PNP Streams: Province-by-Province Guide (2026)

Each province sets its own language requirements for its nominee program streams — and they are often lower than the federal Express Entry minimums. This guide covers the key CELPIP/CLB requirements for every major provincial stream in 2026.

British Columbia

BC Provincial Nominee Program (BCPNP) — Skills Immigration

Ontario does not currently publish registration windows — OINP opens draws sporadically. Monitor the OINP website. Language score does not factor into Ontario's ranking system for most streams.

Saskatchewan frequently draws from its EOI pool for in-demand occupations including healthcare support, transport, and food processing. These streams have lower CLB minimums than federal programs.

4 things every PNP applicant should know

PNP language minimums are floors, not targets

Meeting the CLB minimum for a PNP stream qualifies you to apply — it does not make you competitive in scored draws. In provinces that use Expression of Interest (EOI) pools, higher language scores often indirectly improve your score through occupation eligibility, federal profile strength, or tie-breaking factors.

Federal program minimums apply even when a PNP nominates you

A provincial nomination adds 600 CRS points to your federal Express Entry profile — almost guaranteeing an ITA. However, you still need to meet the language minimum for your underlying federal program (FSW, CEC, or FSTP). A BCPNP nomination does not override the federal CLB 7 requirement.

Regulated profession? Language requirements may be higher

If you are a nurse, doctor, engineer, teacher, or other regulated professional, your provincial regulatory body may require a higher CLB level than the PNP minimum for licensure. Check your occupation's regulatory body requirements separately. Some nursing licenses in Ontario require CLB 9 regardless of immigration pathway.

PNP stream requirements, draw frequencies, and CLB minimums are updated by provinces regularly — sometimes several times per year. This page reflects conditions as understood at time of writing. Always verify current requirements directly on each province's official immigration website before preparing your application.
